The Opportunity:

As a Procurement Manager, you will play a key role in shaping the strategic direction of procurement across the institution. Key Responsibilities:

  • Support the Head of Procurement in reviewing and improving procurement systems and strategies.
  • Ensure all procurement activity complies with financial regulations, delegated authorities, and public procurement legislation.
  • Provide expert advice and guidance on procurement policies, procedures, and best practices.
  • Prepare cost estimates, obtain competitive pricing, and maintain appropriate documentation.
  • Contribute to the development and application of procurement strategies, policies, and frameworks.
  • Conduct supplier due diligence and manage contract and supplier relationships effectively.
  • Lead high-value procurement exercises with robust evaluation, reporting, and supplier engagement.
  • Maintain strong governance and risk controls to ensure regulatory compliance and mitigate procurement-related risks.
  • Support the novation of contracts and ensure all new supplier requests meet procurement requirements.

Qualifications & Skills:

Required

  • CIPS qualified or proven experience in a similar procurement role.
  • Strong experience in using Excel and Word.
  • Excellent written and communication skills.
  • Ability to work under pressure and meet strict deadlines.
  • Experience working in a team and collaborating with colleagues.
  • Understanding and commitment to equality, diversity, and safeguarding.

Preferred

  • Experience in managing complex procurement processes.
  • Knowledge of the Construction Industry Scheme (CIS) for subcontractor payments.
  • Experience with E-tendering portals and ITT processes.
  • Experience in training and supporting others in procurement practices.
